I have 6 angels in my 55 and I've decided tht im going to have to move out the smallest one. It just doesn't get enough to eat. So will a 10 gallon be ok to grow out this dime size angel to a quarter or so angel?

in a nutshell, yes a dime sized angel will be fine in a 10G for a bit.
putting the fish back in a 55 with 5 other angels.. could be a problem.. there is a good chance that a 55 with 6 angels will have pairs form up..if this happens the 55 will be too small for any angel outside the pair.

I know. If i get 2 pairs the rest will get moved out.

Do i need to take out the substrate and plant in the 10 if im gonna do 3x a week water changes an 3x a week feedings?

no you don't but 3xweek feeding for a dime sized angel is not recommended..young angels are growing and will do better with daily smaller feedings.
I feed my dime sized angels at minimum 3 x daily..
if you get 2 pairs in a 55 keep an eye out for agression issues

constantly feeding growing fish is def one of the funnest things to do. feeding a huge variety of foods and watching how they react to each food is just too cool
