That is a very serious bacterial infection and I am afraid that at this point it is probably too far gone for treatment. The swimming behaviour you mention is probably the death throes.
The best thing would be to euthanize the fish.
If you do decide to attempt treatment a strong antibiotic like Tetracycline or Erythromyacin would be a good one to start. However it is not possible to identify which antibiotic will be best without being able to identify which bacteria is causing the infection so you have to try several until you find some positive results.
