Hi Guys,
It was recommended to me surface agitation while cycling. By using uarujoey's DIY very simple aquarium filter video:

http://www.youtube.com/watch?v=DXDzgM9x3tc&feature=youtube_gdata_player

I decided to make a small version to use as a mock air stone and filter combo!

this is what I came up with:

Here are the step by step photos:

Thanks for posting this! I'm totally going to do this today! Is this type of filter okay to use long-term or is it more appropriate to use just for the cycling stage and then upgrade to a store-bought filter down the road? I want to start cycling a 20 gallon tank now.

I feel it is short term if you use a small pump. It all depends how many gallons is your air pump rated for.
in this tank I also have AC 50 filter.
maybe other with more experience will chime in.
try to follow his video. use a bigger bottle.

Ok here is what I came up with. I think this is such a cool idea and that guy has a bunch of other awesome videos on his youtube channel.

I apologize for the poor phone camera quality pictures:

that pretty neat, you could also try a surface skimmer DIY, i have one on almost all my tanks, works great for getting in O2 and keeping that "oil" like slim off the surface.

Do you have a link for the diy surface skimmer?

I would toss the cap or put larger holes in it. I realize you want to keep the bio material in, I would go just large enough so it didn't fall out, yet maximize the amount of water that could pass thru.

Anything that distrubs the surface water is an aid to oxygen exchange. It doesn't need to be vigorous or fast. If all you have is a power filter rated smaller than the tank, it achieves the same goal.
