I have one pygmi in with my 12 black Neon Tetras. My pygmi swims quickly back and forth all the time. I was curious if this is normal? He is super active. I can't find any other Pygmis for him so he is the only one. He eats well, but I want to know if the rapid swimming a sign of stress or is this normal.

If by "Pygmy Gourami" you mean one of the Trichopsis species (Sparkling, Croaking or Schaller's), they really need a well planted tank, to feel comfortable.

I agree,

1) Gouramis, in general, are loners and do not like other gouramis.
2) Any of those gouramis mentioned like subdued light and plants to hide in.
3) And yes, an active gouramis is a stressed gouramis.

A stressed gourami is not good. Yes, plenty of plants and maybe even a small cave or fake tree stump so it can seek shelter in and relax.
