First question; why use co2?
describe the tank, light, plant, gallons, water values, fertilization etc
I don't know US equipment, in my country use askoll (fuval) plant.
The solenoid on regulators is useless without ph controller, better co2 open 24H on 24H, the ph remain more stable.
66 dollar for aluminum tank?
In my country you spend double.

Fish and water values?
how type of plant?
I have 12 liter heavy plated tank, plant grow without co2 ;)
you don't have much light, this is a first limit for plat grow, second co2.
The controller is not necessary, is a helping.
This is model more used in may country, but few people use the controller.

My opinion is get the CO2 setup going with the intent of up grading lighting if needed. As for your dry ferts I think you are missing some important ones...but I can't recall which ones at this moment. Also cerges reactor, google it. It is a better way to disperse the co2 completely into the water, that is if you are using a canister filter.
