I have a 34 gallon rimless tank which is 20x20x20 inches. I purchased a 18 inch Ray 2 (7k) and a Ray Fuge. I have about 3 inches of substrate . Also my lights are sitting on a piece of glass ontop of the tank..I tried one light and the tank looked shaded. Here is a photo of all the plants, not sure of the names yet

Thanks for any input.

I'd say that's likely med-high light with those two fixtures. They have pretty decent PAR output. That's a great tank size, btw...love the dimensions.

I'd say at least "medium", the Ray II has good PAR but you'd probably only be in the mid to low 30's at the substrate (according to Finnex reps the 18" fixture emits 37 mmol at 18" depth). With that depth the Fuge probably adds a little bit but not a whole lot.
