Too much light. Turn off one of the fixtures. 2 T5 bulbs are plenty for such a shallow tank. What is the CO2 concentration and how are you dosing ferts?

HC requires high light, CO2, & fertilizer. It also takes time to become established as it's commonly grown emersed. If it's missing any one of these you get this result.

What all are you dosing - The dosing schedule is probably inadequate for the HC to grow.
