Would this be too much fish for my 28g?

I think that might be a little much for your tank. Remember the rule of an inch of fish per gallon. I would choose only one type of schooling fish, as that tends to have a better look anyway. I went with Danios in mine because there is a lot of variety. I have a couple Fancy tailed leopards, a couple of glo, and a fancy tail zebra. Howevre, the bright blue of neons contrasted with the red of the shrimp, and the green of the moss and plants in that tank is always a good look. Just my opinion.

too much IMO, you want to stick with one middle/top water schooler and then perhaps a bottom schooler like otos and maybe 1 or 2 (max) center piece fish like the ram ( but choose one species and one color variety). I think two rams is more difficult unless you can start with a larger group of males and females and find a mating pair as your center piece fish.

This is better --4 Rams are too many for that tank, they will fight. You can go with either the Rummies or Neons, but a bigger school would be better. 12-15 would be OK.
