I've noticed that when I put a new white filter pad into my canister
and first turn it on there is a cloud of tiny fine white hairs that
fills the tank. The hairs are coming from the new white filter pads
I've tried washing and soaking the pads first for an hour but it only reduces the effect a small bit.
Has anyone else noticed this?
Does it hurt the fish?

This is the link to the filter pads I mentioned

I've never noticed that problem myself but usually a vigorous rinsing of the filter pads prior to using them removes any of the fine 'hairs'. I don't think they will be a problem in the aquarium as they will eventually be drawn into the intake strainer or if they float, you can remove them with a fish net.

Fish will usually spit out any non-food or not tasty items they may try to eat.
