Issue with testing phosphates

I read phosphate levels should be below .03 ppm. I have the API phosphate test kit. My issue is that the card starts at 0, and the next level is .25. How can I possibly tell if it is at .03 or below? I tested both my tanks and both seem to be the same color, which is closer to the .25 than the 0. Any tips? Thanks!

Thats one of the problems with some of the API kits they're not good for reefs. Elos and Salifert phosphate tests will measure in .01 increments, so does the Hanna electronic checker. API is ok for some things, but anything that needs very precise readings not so much.
