I am new to this and I just noticed tonight that two of my black neon tetra's have a white spot on them. What is this? My levels are all testing perfect and I did a full cycle before we added any fish. I have not done any PWCs yet. I was planning our first next week. One has a spot on his back and the other has a spot close to his tail.

Looks like they have a parasite called ick. Easy way to get rid of it would be to use API's Super Ick Cure.

The spots are not like the spots I have seen online with ick. They are larger and flat on the body instead of raised. Also, each fish has only 1 spot and ick seems to cover the whole body. Could it be a fungus?

Ok. If that's what you see then it's probably a fungus. I've not had fungus in my tank so have no experience with API's Fungus Cure but I'd try that.
