Flat, as you want it as "dull" (opposite of shiny) as possible. Shiny backgrounds mean more reflections from within the tank, and draw attention to the tank depth (front to back) whereas the dull can almost make the back disappear, esp if in black. I use plain black construction paper which is the effect you want.
Thanks just finished and it looks great. It looks glossy through the glass but on the painted side flat.
