What the heck is this stuff all over my tank?

Hi guys, There seems to be clumps of "dust" all on top of my plants and driftwood. What is this stuff? Other than that my water is clear. Here are a couple of pictures to show what I mean:





I would vac when doing water changes but then a couple of days is there again.

Please help me figure this out,

It is free floating. There is some brown stuff that it has to be rubbed off (i think it is diatoms). But the grey looking clumpy stuff just comes off in a swirl.

I think there is not an area without flow.
