The brown is dead matter but not an indication that the moss itself is dying. I would probably trim out most of the brown, using very sharp scissors (like nail scissors or plant scissors). Java Moss does this when moved to different water parameters, at least in my experience. I have had it react similarly from one tank to another. Watch the light, it does not like bright overhead lighting and is best under some floating plants. Dappled light works well. I would also use a liquid fertilizer as this is a new tank. JM can manage without down the road, though it won't hurt and may be necessary for other plants anyway.

Snails can help keep it trimmed up once the tank gets cycled.

Also, it looks super fluffy. Is that java moss?

I'm wondering if it was grown emersed originally. Just based on some pics I've seen, it seems that some common aquatic mosses grow a bit thicker than they do submerged. May also explain the current die-off.

My thoughts exactly. It should transition without much issue though. Java moss is practically indestructible in my experience. Just be careful if you decide to use excel or another liquid carbon source. I've had luck personally but I've seen many others have moss melt away on them from it.

Fertilizer is fine. Seachem excel is a liquid form of carbon dioxide. Some plants are sensitive to glutaraldehyde, the main ingredient, though and it can cause them to melt. Vals and mosses in particular. Ferts provide nutrients not carbon.
