Most definitely. These are tropical frogs, and need warm water to survive. A filter is also a must, since just as with fish, they produce waste and are sensitive to these when they build up. It doesn't have to be complicated--a powerhead with a sponge pre-filter works very well as long as there isn't too much current.
The Dwarf Frogs don't need the filter for air as they mainly breathe atmospheric air but like Orion said do need water clean. Does your 10g have that? Just curious why you were asking (no problem in asking, just curious ).
