I built my own skimmer and then moved the air wand up into the bottle but now I'm wondering if I need a hole in the top to let water into it or is an open bottom going to do a good enough job for the tank. I've gotten some waste in the canister on top and I have put in a tube that goes to a jar for easy cleaning which has waste too.

If you are referring to a hole at the top of the bottle, then no. You want the air bubbles to stay in the bottle and then up the neck.

and the water doesn't need to have an exit at the top? When I looked at diagrams of skimmers they had an exit for the water too, is that just for the ones with more then an air pump?

Many skimmers have small holes at the top of the collection cup to vent air and keep the lid on if it overflows. I don't think you have enough air to make a difference but you could put some small holes in the collection cup "lid. Might help a little with performance.
