Will these work for plants?

seems to be something comparable, I vote for yes they will work. you just need to make sure you use enough for the amount of light you want.

Do have any specs for these other than 12 volts? How about watts per led? And how many LEDs would be over the tank?

I assume you have to buy the power adapter separately, so you would have to find out how many amps are needed.
