EOTD: Would this setup with a single stage reg. fix the problem?

Ok, another dreaded EOTD thread... I have been reading alot in the past couple of days on CO2 and I'm about to jump in the wagon.

Now, I'm able to get a complete setup for very cheap.. but I think it has a single stage regulator on it.

Now I know a lot of people say you can avoid the EOTD a little bit by running a higher pressure (ex: 30psi)in the regulator and adjusting with the needle valve.

I want to add another step down regulator after the single stage regulator, in-line before my needle valve and solenoid.

Question is: If I set my first regulator lets say to 50 psi, and the next step down to 30psi and after adjust with my needle valve... If I get a EOTD, I know my first reg will go up in pressure, but would my second step down reg. keep my 30 PSI?
I'm guessing yes.. since no matter what pressure its being fed.. it should still output 30 to my needle valve.
