It would actually be both. The eggs will be attached to the small legs underneath the tail, and will eventually hatch, but they're never really laid.

From my experiance a gravid ghost shrimp appears to have a greenish mass attached to the underside of it's tail. Upon closer examination this'll actually be about two dozen eggs. The gravid shrimp holds the eggs until they hatch. It takes about a month for new eggs to hatch.

I removed the gravid shrimp to the shrimp box to lay their eggs. However the shrimp box is now dead because it was uncycled (I tried to build a biofilter but it fell apart). If you plan on raising shrimps do NOT use a filter with a forced current. My Aquaclear 150 kills about one adult shrimp per month with it's siphon.
