Hey everyone
the tap water where i live is pretty neutral at about 6.9-7.1

How come when i change the water in my 110 gallon tank that has a pH of about 7.4-5, the pH stays the same after the change?

I change about 40 gallons of water each time, and the pH remainss the same or goes down .1

any suggestions? something to do with "buffers?"

To really understand your water's behavior, you need more test results, some under very specific conditions:

1. The pH fresh from the tap. Is this the pH 6.9-7.1 given?

2. The ph after aging in a shallow bowl overnight, or after vigorous aeration about 1/2 hour.

3. The KH of the tap water.

4. The KH of the tank water before a water change, and the nitrate titer at the same time.

Then we can give you a fair outline of what is going on.
