According to some calculator sites, that tank is 86.5 gallons. This tank is small?

Anyway, Goldfish do come to the surface and sometimes stay there for 30 seconds or whatever... this is somewhat normal, however it is when your fish are constantly up at the top gasping that you should start to wonder.

Did you check your Ammonia/Nitrite/Nitrate levels just to be safe?

If those measurements are in centimeters, that would be a 20 litre or ~4.4 gallon tank. Much too small of course.

What kind of filtration is there? Average temp?
