I currently have a 55 gallon tank with an emperor 400 filter

tanks current stock is
7 neon tetras
4 silver dollars (small)
1 bala shark (2 inches)
3 black skirt tetras (i think that is what they are called)

Now i know the emperor 400 is supposed to filter 400 gallon and hour but i just don't see that happening.. is that enough filtration or should i add another filter on there to back it up... if so what would you suggest?

I have run 55's with an Emp 400 in past years, it is adequate providing you have good maintenance practices, I think I would add another filter, but I don't think it is a requirement in your situation. BTW the rated flow is what the filter will do free flow with no media, and resistance to waerflow. You are correct that it isn't doing 400 GPH on your tank. If you add something, I'd go with another emp, the 280 uses the same cartridges, and parts so everything would be interghangeable.
