White spots on Betta's eyes - help!

I monitor my betta daily and just this morning noticed two bright white dots - one on each of his eyes. He was fine yesterday. He is swimming normally and still very active, no discoloration, no bulgy eyes, no spots (other than in the center of his eyes) or fin issues. I got him from the pet store almost exactly two years ago. What can I do for him? I have removed him from his 2-gallon tank (it has a new filter, that I've since read was too strong for the tank) and isolated him. I also just purchased some tetracycline in gel form (Gel-tek) assuming he has a bacterial infection of some kind - have not yet administered per instructions on the bottle not to feed for 24 hours before trying the meds. His new water is very warm also per suggestions I've read. Has anyone else encountered this problem? He does not seem under distress but I am concerned!
