Brown Snot Algae?

What is this and how can i get rid of it!?!?! also there is "dust" on my substrate.
yes, a have a skimmer
yes, i use RO
yes, ive done a water change

Thinking those are dinoflagellates. Do they go away/subside when the lights go out? Google a pic and see if that is what you have. If they are and that is the only rock, remove the rock and don't put it back. The dust are diatoms and are perfectly normal for a new tank. Water changes will not help much, just need to wait for the initial silica to be consumed and they will die off as fast as they showed up. You can run some Rowaphos which contains a silicate binder but again, nothing abnormal about a diatom bloom. The dinos are a different story and should be addressed sooner rather than later.
 
its not a very good picture, it really dose look like a 3year olds nose blew up on my rock. [lol] I googled some pics of dinoflagellates but its not really what it looks like, the pics i got were very thin algae, this is thick, ties itself together if you will, and it doesn't subside at night.
thank you for the help with the diatom though, will get on that shortly.
