Well I don't think neons NEED a dark substrate, they may like it better and look better but they'll be fine without it in my experience. Make sure the sand isn't too rough because it could hurt the corys if you're getting them. In that case, I would just use the two lights, easier to maintain. There should be an edit button on the left of quote, and as for the classifieds, not that I know of.
