Weird growth on Congo tetra

Hey all,

I noticed the other day that my congo tetra had this weird growth-looking thing on its side. Thinking he got in a row with a tank mate and lost a scale, I dismissed it. Upon further inspection, it appears to be some kind of growth or bit of tissue from under his scale. I don't know if it's a parasite (looks like it) or what. Below is a picture.

I know it's blurry (if I can get a better one I'll post it), but the...thing... is more rounded closer to the fish's body and tapers off in what looks to be a tail that sticks out about 1/3 cm. It's fleshy and white. Some of the other congos have similar spots, but this one is the biggest. Only the congos seem to have it. (Water/tank parameters below photo).

Does anyone know what this is and, better yet, how to treat it? Thanks!

congo tetras, angels, cherry barbs, corys
Ammonia and nitrites = 0
Nitrates never go over 10 ppm
108 W of light on 9 hrs per day
does flourish excel and iron/potassium
treat with tap water neutralized with NovAqua

never had that with my congo's. is it acting normal? has it been like that or did it grew? maybe u can take it out and give it a salt dip.
