Can I overdose CO2 on my tank?

With the proper lighting, substrate, ferts, combined with pressurized CO2, this alone should give you good growth. Highlight tanks will get a inch or more growth in a day.

Milwaukee SMS122

I use the identical controller... the 122 designed specifically for CO2 use. Have you tried it yet? You can manually adjust the pH threshold with the dial and use a night light or lamp in the AC socket to see when it triggers, if you wish to confirm.

Perhaps it's just a typographical error in what you are reading... the following PDF on their website states:
"active when measurement is higher than set point (5A max)" in regards to the pH triggered AC socket.

Note how the 510 and 125 models state the inverse.

I just tested it and it works how the instructions describe. PH in my tank at the moment is 6.7. So I set the dial all the way to the left so it was in the 4s and plugged in a lamp. The lamp came on. I then turned the dial to the right. When it passed 6.7, the lamp went out. So, if this was my tank, the PH would only come on when the PH rose above a certain level.

Well, it does sound to be backwards for any documentation that I can find on the SMS122. *shrug*

That said, you can always use a relay to invert the effect of your unit, so off becomes on and vice versa... so hope is not lost. :)
