No, that is an old beat up one that has had its fins nipped down to the point they wont regrow. Tangs can take some nipping of the fins, but once the nipping gets to far the fin won't regrow anymore.

thats sad my lfs has 3 or 4 of them in the LR tank just like that...said they been there for 5 years with no growth at all

Another possibility is that the tang has suffered a bad bout of HLLE...This is sometimes the effects of what is left afterwards. Depending on the severity of it, sometimes they never grow back....
