This is the last Fisher/VWR dual stage regulator I have available I built. The parts are clippard MME-2QDS solenoid, swagelok SS needle valve, and bubble counter for $175 shipped. This is everything you need minus some tubing and co2 tank. As you can see in pics it was tested and holds pressure.
