It looks like you are using a powerhead to pull the water into the filter, but then what happens from there?
water goes through the tube to the box(the one on top of the tank) and then the water gets filtered by the sponge(filter media) which then lets the filtered water out though the tube(the thing i encircled).

my water temp should be a constant 76-80F right? i think my heater is unable to provide the whole tank with the exact temp coz right now it gives 81-82F.

should i get another heater?

The filter seems ok.
Are you running any carbon in it?

The temp for most tropical fish is 74-82F.

The glo-fish like it a little cooler, so I would turn it down just a tad.

If the heater is keeping it too warm, you can do one of 2 things:

1. Turn the heater down and see if that reduces the temp to the correct level.

2. Get a new heater that is slightly smaller (less watts) than the current heater and set for the same level of heat.

Looks like a good stock, although for a 40g you probably could add more.

if i add 4 Discus will they have a problem with the bettas or am i overstocking my tank with their addition?

coz i think the minimum tank for discus' are 40g...
