Hair Algae

In the process of doing a fishless cycle on a 10 gallon tank... see sig for details. The last two days I've noticed that I have what looks like hair algae growing mostly on my Java Moss but also on on some of the other plants.

Any suggestions for stopping it before it gets out of control?

Numbers...
Temp: 78˚
Ammonia: Dosing to about 2-3 once a day (at 0 before dosing)
Nitrite: Off the chart
Nitarte: 5-10
Lights: 15w on for 14 hours
Other: No ferts or CO2

Not sure how to control it but with 15W over a 10, java moss will grow very nicely at 10 hours per day. Mine went from a small sample to a very large amount with 10 hours of a compact fluorescent screw-in spiral bulb. That time cut would at least slow it down a little.
