First attempt to balance my planted tank

Hi everyone,

I rescued all the plants from my 65G low light tank. I moved them last month to my 29G under 3.3 wpg with DIY CO2 without any plan in mind - kinda emergeny evacuation. Have just experienced plants pickup for the first time. Fert tends to be fine with Aqua tech plant plus. The issue i am suspecting is inconsistent CO2 level and fert. My diffuser is just simple to just a piece of chopstic in a sponge of a submersible filter. I have seen no bubbles out since I did this and no leak so far. Just spot an algae under microsword - just one spot only and I guess BBA. Currently I stock my fish in my 65G and only 3 Chinese algae eaters in the 29G one. Is the CO2 level the cause or excessive fert?
