Echinodorus tenellus

I got a couple pygmy chain swords (Echinodorus tenellus) a little over a month ago and they came with stalks that I guess might be their flower stalks but just have buds on them. In the 5 weeks that I've had them in the tank they've done absolutely nothing. Well, they lost a couple of leaves in the beginning, but since then nothing. Their remaining leaves are still green and look healthy but there's been no growth or anything. How long does it usually take for them to settle in? I've never seen these flower stalks on any of the pictures of tanks with foregrounds carpeted with this plant. Did I receive plants in their emersed form? What can I do to encourage growth?

If it helps, they have Eco-Complete substrate, 2.25 watts/gallon, dose Excel daily and Flourish with water changes. My other plants all seem to be doing fine and are growing (mostly swords, anubias, crypts, some compact hygro). Thanks!
 
Excel might be stunting their growth.

my first post
I bough a narrow leaf chian sword at wal-mart
had the same thing started turning brown so I
cut them off soon after the clump sent out runners
one has twelve 2" plants the other has 8 and still
going
