Protruding scales and gill

Ok, I posted a few days ago thinking my fish had flukes ( http://aquariacentral.com/forums/showthread.php?t=233562 ). But now I'm not so sure it's a parasite. After 3 or 4 days of doing salt dips, most of the milky-colored fungus or mucus has gone away. However, that has allowed me to see that the scales underneath are very dull in color, and seem to be protruding (but it's hard to tell- its a neon tetra so very small). I don't think it's dropsy though- it's only scales near the tail, mainly on only one side of the fish, and there is no bloating. Additionally, the gill on the same side is not right. The gill plate sticks out from the face at an angle, rather than being flush with the head/face. You can easily see the exposed gills.

What could be causing this, and how can I treat it? I really don't want to have to treat the whole tank. I was also planning on getting malaysian trumpet snails soon for the sand. And I don't have an extra tank. I guess I can always use a rubbermaid and airstone if neccessary.

Any suggestions as to what the illness may be and how to treat it would be hugely appreciated.

Oh, and I don't have any good hobbyist style LFS near me- just Petco and Petsmart. My one good LFS had a fire and now is closed. So I don't have much access to any of the good meds.
 
So, this could be neon tetra disease. It can cause cysts which would explain the gill, and it can cause the discoloration. Now what?
