Plumbing a chiller

How does everyone have their chillers plumbed in? I am running into an issue as my sump has powerheads for the return, chiller, carbon filter, skimmer and fuge in it. The last section has the fuge pump and the return. The 2nd section has the carbon and skimmer and the first has the chiller. The chiller return dumps into the 2nd chamber (in effect a closed loop). The issue is this: The chiller turns on and off frequently as the heat from the pumps warms the sump water. Then the chiller cools it off within 30 seconds.

I would like to find the best way to control water flow with the least amount of pumps. One thought is to split the syphon line with a ball valve and run water into the fuge (eliminating the fuge pump - thanks Mogurnda for the idea). However, that doesn't solve the issue with the chiller. Any thoughts?
