help!!!! red algae invasion

hi all,
i have a 24 gallon aquapod which i have had running for a lil over a month now. the tank lighting is designed for salt water reef tanks and the guy that sold it to me mentioned it may give me an algae problem. so now my substrate which is a very light colored sand has become quite dark w/ what seems to be little brownish red particles, and the driftwood ornament is also becoming red, adn the plants (all fake) are becoming red at the edges. is this red algae? and if so how do i go about getting rid of it and in the meantime does it pose any threat to my fish? incidentally, the bio-load is a little on the high side:

7 serpae tetras
7 tiger barbs
2 platys
3 gouramis
3 mollys
1 betta

so i'm wondering if what i'm seeing could possibly be a build up of waste. the nitrates, nitrites, and ammonia are fine. the pH is just slightly basic and the water around here is pretty hard. any thoughts and/or recommendations is very much appreciated.
