will corner weir become refugium with durso pipe?

I have a drilled bottom on my 120 gallon with a 7 inch diameter weir and a durso standpipe.

will this area become a fuge because the weir always stays full of water?
 
From what I've read on durso's site, yes, this will be a refugium for pods, and can be a refugium for other things like macro algae if you were to light it.
