Neons in a 25 Gallon

I am planning a 25 gallon tank (currently it's in the process of cycling, i have not yet added any fish to it).

I am planning it to be a NEON only (or predominantly neon tank).

How many neon tetras do you think this tank can hold?

In order to cycle the tank correctly should i add about 5 neons to start with ,or they are too fragile to jump start my tank.

(the tank's been staning there with water in it, filter and heater on , (some gravel from an old tank, but 99% new gravel) for about a week now
 
I wouldn't go with anything more than 20-25, I would stop at 20, tetras, if well cared for and all will get to be about 1 1/2" to 2"
 
try a fishless cycle by adding ammonia or fish food rather than cycling with tetras. Or even better use Bio-spira, which will mean you can add most of the fish at once.

I'll go out on a limb and say that you could probably quite comfortably keep 35 or maybe 40 neons in the tank. Remember they are small fish which only get to about 1.5", and a single neon produces very little waste. also as they school, they will be happy with plenty of their own kind. Make sure you keep up with water changes, though.

they said that so was cycling the tank without any fish

you could probably get around 25 to 30 neons and be good with stocking.
