In general, wildlife and surface water laws are mostly unknown outside of people who actually deal with them. I wouldn't do it anyway, just form the helath perspective. IL fish are not the healthiest right now after a lot of areas in the state have had two years of drought water levels. Theres been a lot of stress on fish populations over the past couple of years so anything you pull out probably has a good chance of some infection.
