What would you do?

We bought this house 2 1/2 years ago and it was a nice small rural neighborhood. Not a subdivision. It's actually a (or was) small town. population 400. We have a Post office. That's IT! There are only 5 buildings in downtown. All closed. The town died more than 20 years ago.

Anyway, when we moved in the neighbors were friendly the area was nice. 0 crime etc. The ideal place for a small family to start out. Not long after we moved in, the neighbor on one side of us started to get chickens. I have lived on farms. No problem. He approached me and asked. "do you mind if I let the chickens run loose?" I said, "I don't mind at all. HOWEVER, if they get down there near our Husky they are dinner." He said "that is fine." As the months went by he got more and more birds. Chickens, ducks, turkeys, guinea, you name it. Then came the goats. He only has 3/4 of an acre!
One day, we came home and down in the kennel with our husky was a white layer of something on the ground. I said to my wife, "what is that down there with Roscoe?" Then it started. The neighbor yelling and cussing at us. "I'll tell you what the hell it is. It's a f-ing $300 hen. that's what it is! :swear:"
Next, I re did the grass in the front. The guineas were coming over and tearing into the bags of $200 worth of fescue and eating it all. I went over and asked him nicely. "i have no problem with the chickens. or the ducks. Or the geese. Or the turkeys. or the peacocks. But could you please pen the guineas up?" He said he would. He lied. In case you have never been around a guinea, they are very loud and annoying. So for the next several weeks the guineas would come over, eat my $200 worth of grass seed and sit on my porch and make the loudest and most awful racket ever. I went back over and discussed this with him 2 more times with no results.
A few more days went by with the same ol' thing. The guineas were on my porch about 6 A.M. woke everyone in the house up. Enough is enough! I charged outside with 45 in hand. The birds took off when I opened the door. From about 30 yards fired 5 shots back to back without taking time to aim. Killed 2. Which was pretty lucky considering a 45 isn't much for accuracy. especially considering the distance and my haste.
The neighbor called the sheriff's dept. they sided with me on the shooting of the fowl saying I had every right and there are no laws against firing a fire arm here, but sided with him that he has the right to let his birds run loose.
Now, here it is a year later. We don't speak anymore. his grass hasn't been cut since long before the incident a year ago. he has a collection of 7 old junk cars scattered about. Not even good models that are worth anything. And the worst yet. he bought his 14 yr old son a Mustang II 8 or so months ago. His son mowed grass around the neighborhood (never once mowed their's) to earn money for some subwoofers. so now, every night, his son sits in the car that hasn't left the yard since the day they bought it and booms his rap music shaking my house, while constantly revving the engine for hours on end.

what would you do if you had both Fred Sanford and Old McDonald living in the same house beside you and was uncaring and disrespectful about his neighbors?
 
Contact the housing authority or whatever you have.

In a town that small it doesnt sound like you have many options.

No housing authority either. No covenants, no town ordinance. Just state and county laws. And none govern any of this. Which, ironically, that's one thing that attracted us to live out here as apposed to in a larger town or subdivision. No one to tell us what we can or can't do with our property.
 
I'd say take another shot and hope for the best!

seriously though make a call to the police dept. everynight and they will get so sick of hearing you they will get him to clean up his act!
or you could leave some chemicals "just laying around" on your own property and sure enough will get rid of the guinea and god knows what else!
 
Fence off your yard. Lay out some chicken feed on your side and hold target practice.
 
Is it a township? Or do you have some small local governing body (around here, the township can enforce some basic rules)? I would start calling the police every night about the noise, and consider putting up a nice privacy fence. Unfortunately, I am sure their yard would be a deterrant to any potential buyers. Best of luck, I had a neighbor like that once, luckily he was a renter and I was able to get him evicted.
 
As far as the police, we only have the Sheriff's Dept. and small one. They are busy patrolling the entire county and don't have time. There are no county or state laws governing noise, livestock (to an extent), property maintenance, etc. (beyond safety anyway) the other neighbors have called the law on him countless number of times. They always him that they can't force him to keep the birds put up, or get rid of the junk cars, or mow his grass, or keep the noise down, but they strongly suggest he be a better neighbor. It goes in one ear and out the other.
