I attempted to make 4dkh but honestly, I was not comfortable in doing it without having proper measuring equipment. My end result seemed skewed in practice, so I ended up buying it premade around 5 dollars.

if you want metric measurements with 1/10 gram scales and graduated cylinders check barrreport. however, if you follow the directions/formulas it does work out right. i assure you that. if you just want to buy it, that's your prerogative also.
yes, having the water only have the right buffer will give you correct readings if you follow the rest of the directions.
you do not need 1/16 tsp. if you use the water for 1/16 tsp and 1/4 tsp b/s you will end up with 16dkh. to get 4dkh, you simply dilute at a 3-1 ratio.
so...
1/4 tsp level
3 quarts and .4775 cup
makes 16dkh
for use in your drop checker you dilute that to 1/4 strength...
10ml of your already made solution to 30ml of distilled water......... 1oz solution to 3oz distilled water...... 1 cup solution to 3 cups water....... etc., etc., etc. ........
