what is this white stuff all over my tank?

I got a couple of shrimp in a 30L tank and a view weeks ago and I saw this white stuff on my rocks,glass and plants and I was wondering what it is and if it is harmful to shrimp and if there is a way to remove it (I used the best image I could get the things are very small)

they don't move they just hover on stuff in my tank

yes I did a full water change to get rid of it on sunday and by monday it was all back

Possibly just diatoms--though they usually look more tan/brown. Try wiping some up with a white cloth, maybe? I doubt it is anything harmful.

I vote algae. How long are your lights on per day? Try 6 hours & see what happens.

My lights are on almost all day i just turn them off at night so they are on for about 10 hours

If you have a magnifying glass put a little bit of water with a couple of the white things and have a better look make sure they aren't baby shrimp
