He seems otherwise healthy - he's very active. He actually recognizes me and "dances" whenever he sees me. So I'll keep up with his water changes and see if that helps.

Nitrite should be 0 with any fish in there. It can cause "brown blood disease", potentially deadly. The fin damage you're seeing is ammonia burn I think. You need to change water every day or 2, the more the better. In a small tank it's not a big deal to you but you betta needs help.
