Without actual numbers it is hard to tell. Usually it will take about 4-6 weeks for a cycle to complete, but the tetra safe may have help ( I have never used that product).
Have you ever measured Nitrites?
The only way for Nitrates to go down is with water changes and/or plants.

Yeah, I measured nitrites just a bit ago. The nitrites have been at 0 every time I've checked.

I stopped checking for a bit because I went on vacation, so perhaps while I was gone there was a spike in nitrates? That might explain the fact that it's been decreasing over the course of the last week or so. I don't know. In any case, once the ammonia comes down, and the plants have lowered the nitrates, I'll prepare the tank for stocking, as that little nitrate trend has me thinking I might be on the tail end of the cycle.
