You need to get them down to .25ppm or lower..... A 50% will only get you down to 2.5ppm... To get to the level you need it would take a large 95%+ water change.You probably really shouldnt do it all at once but I would do a 75% then give fish a few hours to adjust to the cleaner water and do...

I just went through this with a 10g I setup with Tahitian Moon sand....rinsed it a dozen times and still clouded my tank when I filled it up.... It went away after a day or so and is crystal clear now.... You should be fine.

When you say Nitrates and Nitrites are under 20 I am hoping you mean Nitrates are under 20 ....Nitrites should be 0 or no more than .25ppm . Your cloudiness may be a result of a bacterial bloom but sounds to me you never cycled the tank before adding fish so I am not sure that a bloom would...

Take any unwanted fish to your local fish store and see if they will take them off your hands ...many will give instore credit also. You might want to call around and ask all of them in your area before you bag them up and start driving.

I have the same setup and I run an extra Tetra 30 filter on mine... The Aqua Tech seems to do a fairly good job alone but like most any other kit you buy they never give you any overfiltration they just throw in the bare minimum one. I am saving up now for a XP3 :)

Probably more of a camoflage thing in young fish...just like many animals are when born...take deer for example they have spots on them at birth to help them blend in their surroundings better to not be eaten by predators.
