Boiling will do it for most of the ornaments, but be careful of air pockets inside them which could cause them to shatter. The sand can be boiled as well probably (never tried it myself). How long has your stuff been sitting out?

As said above, canisters are a blessing for floating plants. I also suggest the use of some well placed airline tubing.

I've never kept peacock gudgeons, but I have kept betta (and I agree, 5.5 is a bit small unless planted & whatnot) and sparkling gouramis. I'd suggest a Sparkling Gouramis and some smaller shrimps like cherrys or ghosts.

I'd be worried about the angelfish eating cardinal tetras, try for a larger tetra or a more diamond shaped body rather than line shaped.

The angelfish will *probably* be able to eat the guppies when the angels mature. What species of gouramis? Also, what size tank? Bigger tanks will give the guppies more room to hide/run.
