    Chloramine Neutralization?

Interesting, but I wouldn't do it. It doesn't say what happens to the ascorbic acid - it could be converted into something nasty, and even if it only acts as a substrate and so maintains its identity, levels that high would probably hurt your fish. I would stick with the tried-and-true...

    small to medium sized goldfish

Nope, they all get big (10" plus). You might consider some of the golden varieties of swordtails or platies instead.

Re-sealing an old tank - what's the process?

Sploke is right- you can get GE Silicone I and Silicone II in both "Window and Door" and "Kitchen and Bath" varieties. Silicone I is a bit sturdier than II and seems to adhere better. I also recall hearing that both varieties of Silicone II have antifungals; can anyone confirm or deny this?

I think my tank has a parasite

If you can answer these questions it will help with ID. Are they crawling on the glass or swimming freely? Do they stretch and contract? Are they at all flattened or are they cylindrical? Can you see any appendages, eyes, etc? Is the body segmented?

What is this lil white guy with arms?

Copepods are entirely harmless; they feed on single-celled organisms and tiny particles in the water column. Hydra could kill some larval shrimp but are not dangerous to adults; they are probably feeding on your copepods. I wouldn't worry too much about vacuuming the substrate in that tank...

What is this lil white guy with arms?

That's another copepod. The oval shapes attached to the copepod in the first picture are egg sacs.

    Guppy Farm

Or you could just replace the guppies with mosquitofish, who don't mind the cold at all. While I don't approve of California's willingness to stock Gambusia in all their waters, the damage is done. You should be able to get the fish for free from your county gov't.

    So I went a little nuts...now I need advice

Upper 60's to low 70's work great for goldies; in most homes they won't need a heater. You might also consider some smaller schoolers to go with the goldfish (not too small, as goldfish will eat fish they can fit in their mouths). White cloud mountain minnows, rosy reds, and most North...

What is this lil white guy with arms?

I agree with the hydra and copepod ID's and the increased maintenance 'fix', but honestly these little guys are not a problem. Just think of them as free pets.

brown algae taking over....what do i do

On the other hand, increasing the water change schedule certainly won't hurt if you have the time to do it.
