Purigen doesn't need charged before its first use.
Purigen is great for making water stained with tannins clear, unfortunately it won't help your current situation. Freshy is right that your only recourse now is frequent large water changes. If ammonia or nitrites are at or above 0.5, do a 75%...
Otos would be great. Give it a few months before adding them, and keep up on water changes. They don't do well with immature tanks or poor water quality.

Lava rock has been used as bio media for ages. It might break down after years, but so does most media, and it's dirt cheap. Give it a good wash before hand.

Wait what? Nitrates and ph are a great indication of when/how much water needs to be changed. Weekly or less is a great idea, but with low stocking levels and good buffering might be able to go weeks and be ok.

Jager is pretty solid. All heaters fail at some point. I'm a fan of using a heater that isn't over sized, or two smaller heaters hooked to a controller.

They sell surface skimmers that hook onto canister filters. Worked very well for me, also cleaned up my duckweed.

I did live bearers when i was in a similar situation, turned out to be a great choice for a couple of reasons. They bred easily which was fun and gave me an excuse to go to the pet store and chat when i had too many. They also move easily if you're forced to change homes again.

I'd not turn the filter off, get a sponge block from any fish store, stab it with a knife and slide it.over the inlet. Fry are very sensitive to chem changes. Just because a filter has some bacteria doesn't mean it has enough for two angel fish and a batch of fry.

Instead of acrylic, which will bow due to moisture, the styrex light defusers work great. They're 5 bucks for a 4x2 foot sheet. Use an acrylic knife on the smooth side to score it so you get clean breaks.

A 40 breeder is a good start. A hole saw and plastic shelves gives you a cheap but very effective wet\dry. Petco if you're in the states frequently has a dollar per gallon sale on small tanks.
