Substrate heater is not necessary or even recommended.

Look further down on this page and you'll see a guy with the 1500 model that had the same issue. Seems that he need to press the primer button harder and more times then the instructions indicated. Hope this helps.

Coverage varies by where you live. I'd choose a provider based on what's the best for my area...balanced of course with price and needs.

If you plan your planted tank properly and stock appropriately you won't have to cycle at all.
