I turn my filters off on some tanks. Some have HOBs and they just aren't strong enough to continue pulling the water up the tube once it gets past a certain level. Some tanks I drain down past the intake so I HAVE to turn them off. Some, I don't even bother turning them off.

I think 4 angels are too much for a tank that size. clown loaches will get MUCH too big but i like the phantom tetras

I try to use 2 heaters in every tank. One on either end will give you a more even heat throughout the whole tank. If one craps out at 2am, you still have at least one heater working until you can buy a replacement. You don't have one heater running all the time to try to maintain an even heat.
water changes
depending on what type of treatment you used to cure the ich, it's very well possible that you killed off some of your bio filtration and are now having an ammonia spike. Can you please tell us what your water parameters are.
k rating isn't brightness, it's color spectrum
plants can only use between 5500k and 10000k iirc
if it were me, i'd go with one 6700k bulb and one 10000k bulb
